Taxi driver licence

If you wish to drive a taxi or private hire vehicle you will need a licence.

You can collect an application pack from the main reception desk at the Council offices or email us at if you would like to be sent an application pack by post. 

You must hold a full UK driving licence for a minimum of 1 year before you can apply.

Please note: It can take between six and twelve weeks for us to issue your licence.

You must complete all of the application form except the 'Questions for Medical Advisor.'  You will need to arrange for your GP or another doctor to carry out a medical examination of you and complete this part of the form.

You will also need to complete a Disclosure and Barring Service (DBS) application form. Please look at the information on how to fill out this form and the identification we will need to check.  In relation to this, from 1st January 2019, we will only accept domestic bills that relate to the address and show that you are the bill payer.  These include gas, electric, water, landline phone and community charge bills.

Before we can issue a licence you need to complete a practical driving assessment.  Details about how to apply to complete the assessment are provided for your information.

As well as the application and DBS form, you will need to pay an application fee. The cost to apply for a 3 year taxi driver licence is £251.

Once you are ready to submit your application you must contact us to arrange an appointment. During the appointment, you will have to provide us with a minimum of three documents that can prove your identity. This is a requirement of the DBS process and we will advise you of the types of document we can accept when you contact us to arrange the appointment. We will not accept your application if you have not brought enough identification, are unable to pay the fee or have not completed the forms.

Once we have received a full application, we will send off your DBS form. It can take between two to ten weeks to receive the results. You are able to track the progress of your Disclosure using your DBS form reference number.

Once you receive your DBS certificate, you must send or deliver it to us. We will contact you once we have reached a decision. You will be invited to attend a 'Knowledge and Suitability Interview' where you would have to demonstrate you have read and understood the licence conditions, which are contained within Appendix 1 of the 'Taxi Handbook' and show a clear knowledge of routes in, out and around Taunton Deane and local points of interest.

If we are happy to grant you a licence, we will aim to issue you a paper licence and badge within 14 days from reaching a decision.

You will receive a licence document and badge. The badge must be worn at all times when you are working. The licence will last for three year. We will write to you approximately two months prior to the licence expiring, to remind you to renew it.

This licence will allow you to drive both hackney carriage and private hire vehicles.  You will need to apply for a hackney carriage vehicle licence or apply for a private hire vehicle licence for any vehicle that you drive.

If you are a driver renewing your licence and need to provide a medical certificate you will need to enclose a completed medical examination form.

Laws and regulation

Licences to act as the driver of a hackney carriage/private hire vehicle are issued under the Local Government (Miscellaneous Provisions) Act 1976 and Town Police Clauses Act 1847
