Benefits Service 2005-2006

One Year Operational Plan

This template and guidance notes sets out the format for producing one year Operational Plans for 2005/2006. It is based on the Performance Management Framework training given to Members and Senior Managers by Helen Watson of Public Sector Training. It should be developed as a secondary Plan based on the changes and targets set in the three year Head of Service Plan 2005/6-2007/8.

Three year Head of Service Plan guidance notes should be referred to with respect to roles and responsibilities for developing, monitoring and reviewing Plans, for the timetable, and for key contacts to support the completion of Plans.

One year Operational Plans should be developed by the tier of Managers below Heads of Service. The Managers should work with their key staff to develop the Plans.

The Plans are internal work planning and performance monitoring documents. They will be monitored by Heads of Service with their respective Managers, and by Managers at their monthly team meetings with staff. They will directly influence the content of individual staff members Performance Review and Employee Development Scheme (PREDS).

The purpose of one year Operational Plans is to:

1. Detail how, when, by whom and with what resources the Change Targets identified for 2005/6 in three year Head of Service Plans will be met.

2. Set down ongoing work plan tasks, when they will be delivered, by whom and with what resources.

3. Set down the performance targets identified for 2005/6 in the three year Head of Service Plan.
