| All councils in the country are subject to the Comprehensive Performance Assessment (CPA).
CPA is about helping councils deliver better services to local communities. The CPA framework measures the effectiveness of the whole council. Its focus is on the leadership, systems and culture that will lead to improved services, as well as on the current performance of those services.
The result of the CPA will identify the council as either excellent, good, fair, weak or poor. The assessment, by the Audit Commission, will also lead to ‘Improvement Planning’, identifying priorities for improvement and programming them into a project plan. The overall CPA decision will affect the way the council is audited and run in the future. A poor ranking may mean government intervention in the way the Council is run.
