Where paid quarterly the total amount payable to the local authority will be increased by £34. There is no extra fee payable to the Environment Agency where quarterly payments are made.
In the case of a discharge consent local authority permit, 56% of the annual charge that would be payable under the Environment Agency Discharges to Controlled Waters Charges Scheme in relation to the financial year if the discharge or discharges authorised by the permit were permitted by a consent given or served by the Environment Agency under Part III of the Water Resources Act 1991, is payable to the Environment Agency.
"Process Guidance Notes" (PGN's) detail the criteria which will be used by the Council in assessing applications and thus also provide guidance to process operators as to acceptable standards in striking the best balance between economic and environmental considerations. The Case Officer dealing with an application will be able to advise the operator which PGN is relevant to their particular process. The PGN's are available from The Stationary Office.
Applicants should also highlight any aspects of the application which it is requesting that should not be made public on the basis of commercial confidentiality or national security.
Following an initial appraisal to check that the application is complete, and to consider any requests for information to remain confidential, a copy of it will be put on the Council's public register. The operator must publish details of the application in a local newspaper. The advert will specify the time limit (usually 28 days) within which any comments on the application should be made, and to whom. Certain other bodies ("statutory consultees") - e.g.: the Health and Safety Executive and English Nature - will be notified of the application and asked for comment.
