Somerset Housing Market Assessment
A housing market assessment is a central piece of research and analysis that informs both housing and planning policy at a range of different levels.
The scope of this work has evolved, and enlarged, over recent years, reflecting not
only the developing strategic housing role of local authorities, but also the new
planning system that is based on a regional and sub-regional structure and a
recognition that housing markets do not equate to local authority boundaries.
This Assessment builds on earlier work by Ark Consultancy which had identified a framework of local housing markets within the larger sub-regional housing markets identified by the Regional Housing Strategy and established a methodology for the detailed assessment of housing needs and supply across each of these 26 local housing markets, which was capable of being routinely and economically updated.
The Assessment was commissioned jointly by the housing and planning departments of the five district councils, who also appointed a Steering Group to oversee the project on their behalf and to ensure the scope ofthe work, reviewing and commenting on the progress at the mid way point, and reviewing and commenting on the final report. Their contribution has been invaluable in bringing both local knowledge and specialist expertise to the project.
