Monitoring

The development of monitoring systems to inform and assess the preparation and effectiveness of planning policies is an important part of the statutory planning process. Not only does it enable the Borough Council to build up a comprehensive evidence base, it also feeds into the Regional Planning Body (South-West Regional Assembly) who coordinate the annual monitoring reports of the local planning authorities to identify regional trends and inform the progress of future spatial planning strategies.

Retail Surveys

The Forward Plan Unit conducts annual surveys of Taunton Town Centre, Wellington Town Centre and Local Shopping Centres within Taunton. A range of information is collected for all properties within each of the defined centres, including occupier, use and floorspace.

Via this website you are able to access the summary data for surveys conducted during the summer of 2008. The completed surveys (together with previous surveys) are available as hard copies. Please refer to the Publications List.

Retail and Leisure in Taunton Deane is a document which provides general information relating to retail and leisure matters including Local Plan allocations, commitments and planning application refusals within Taunton Deane and is updated annually in the summer.

Employment Land  Monitoring

A yearly monitoring report outlining the yearly changes in employment land approvals, completions, commitments, land under construction and vacant.

Housing Land Availability Summary

This publication contains information on the number of dwellings with planning permission and details the number of housing completions within the last year. The dwelling numbers are divided into parishes, and private dwellings are separated from affordable housing. There is a cumulative total of the number of completions since July 1991 to monitor against the Structure Plan target and from April 2006 the number of completions will also be monitored against the draft Regional Spatial Strategy requirements.

Annual Monitoring Report

Under the requirements of the Planning and Compulsory Purchase Act 2004 every local planning authority must submit an 'Annual Monitoring Report' or AMR to the Secretary of State.
The purpose of the AMR is twofold:

  • Firstly, to assess progress on the preparation of documents in the Local Development Scheme and identify whether revisions to the LDS timetable are needed in the light of progress to date;
  • Secondly, the AMR should monitor how the policies in the Local Development Framework are performing.

The AMR contains a number of 'Indicators' to measure how the Development Plan policies are performing. These will be monitored annually to establish trends which will in turn determine if and how policies should be amended to better achieve the delivery of sustainable development. There are two types of indicators:

  • Core Indicators; set by central government. This will enable annual comparison nationally within each local authority area.
  • Local Indicators; determined by the local planning authority to provide a more detailed assessment of issues and trends particularly affecting Taunton Deane itself.

The Annual Monitoring Report must be submitted by 31st December.
